The consumer is King -- and Queen. This list of states is recommended for consumers who want to buy products/goods or services for personal use from states that are cutting global warming with enforceable greenhouse gas emission reduction targets(*). The name of a state is on labels, websites, and envelopes.

Consumer Spending (also called Household Spending) is 2/3's of the economy. A state's standard of living and standard of government depends mostly on consumers. Paychecks are possible mainly because you, the consumer, buy goods and services for personal use and pay taxes. Therefore, your choices of goods and services are important because your choices can play an important role in a state's decision to cut global warming.

State legislators' salaries depend on their state's income tax and sales tax.
